Hi lld... the red in the photo is from the rust on the top of a drainage pipe which connects two water areas on both sides of a road. The pipe is usually partially exposed but the water was really high the day the picture was taken and covered the entire pipe. The whirlpool effect was created with the intake of water in the pipe. Rather a neat photo opportunity I thought. Thanks for the question.
